The rules, window by window

Windshield

Material on the windshield is prohibited from reducing light transmittance except for transparent material whose bottom edge is at least 29 inches above the undepressed driver's seat (measured from a point 5 inches in front of the bottom of the backrest); that material may not be red or amber in color.

Reflectivity

Side windows to the rear of the driver and the rear window may carry material with a luminous reflectance of 35 percent, plus or minus 3 percent, or less; the statute does not set a separate light-transmission (VLT) floor for these windows, only the reflectance ceiling.

Color restrictions

Transparent material on the permitted upper portion of the windshield may not be red or amber in color.

Medical exemption

On application supported by written attestation from a physician licensed under Arizona Revised Statutes Title 32, Chapter 13, 14, or 17, the Arizona Department of Transportation may issue an exemption from the window-material requirements for a vehicle belonging to, or habitually used by, the person with the medical need.

Enforcement

Light transmission is defined in the statute as the ratio, expressed as a percentage, of total light allowed to pass through the product or material including the glazing, to the total light falling on the product/material and the glazing (i.e., a combined glass+film measurement, not a film-only/net measurement).

Notes

Arizona Revised Statutes 28-959.01 treats front side windows and rear-of-vehicle windows differently: front side windows (to the front of or including the driver) must allow at least 33% light transmission (+/-3%) including the glass, while side windows behind the driver and the rear window are instead governed by a 35% (+/-3%) luminous reflectance ceiling with no separate numeric VLT floor stated in the text obtained. Because the statute's own definition of 'light transmission' is combined glass+film (not net film-only), the 33% figure should be read as the total transmittance through glass and film together. The statutory text reviewed did not contain a distinct rule for trucks, vans, or SUVs versus passenger cars; the requirements appear to apply uniformly by window position rather than by vehicle body type.
