The rules, window by window

Windshield

The front windshield may not be excessively dark or reflective; by administrative rule this means it must meet a minimum standard of transparency of 70 percent light transmittance. No separate top strip allowance appears in the statute or rule text reviewed.

The standard in the law's own words

A person shall not drive a motor vehicle equipped with a windshield, sidewings, or side or rear windows which do not permit clear vision (Iowa Code 321.438(1)). The operative tint prohibition is that the front windshield, front side windows, and front sidewings may not be excessively dark or reflective so that it is difficult for a person outside to see into the vehicle (321.438(2)).

Reflectivity

The front windshield, front side windows, and front sidewings may not be excessively reflective; the 70 percent transparency standard defines the threshold (761 IAC 450.7).

Medical exemption

Effective July 4, 2012, no new exemption may be granted from the 70 percent standard (761 IAC 450.7(3)(a)). A narrow grandfather clause preserves pre-2012 medical exemptions (35 to 70 percent) documented on Form 432020 signed by a physician before July 4, 2012, carried in the vehicle; the exemption expires when the vehicle no longer transports that person and cannot be renewed.

Enforcement

Iowa Code 321.438(2)(b) exempts vehicles owned or leased by federal, state, or local law enforcement agencies when operated as part of official duties.

Notes

Iowa's numeric standard lives in the administrative rule, not the statute: 761 IAC 450.7(2) defines excessively dark or reflective as failing a 70 percent light transmittance standard, applied to the front windshield, the side windows to the immediate right and left of the driver, and front sidewings. Windows behind the driver (rear side windows and rear window) are not covered by the darkness prohibition, so they carry no state VLT floor. No sedan versus MPV/SUV distinction, no numeric tolerance, and no net-versus-combined measurement wording appears in the statute or rule text reviewed.
