The rules, window by window

Windshield

Tinting material below the permitted side/rear window standard may be applied only to the top six inches of the windshield; tinting material may not be applied to any other portion of the windshield (ORS 815.221).

The standard in the law's own words

The section operates through numeric standards; installers issue a certificate that must be kept in the vehicle.

Reflectivity

The tinting material itself must have a light reflectance of 13 percent or less; mirror-finish products are prohibited (ORS 815.221).

Color restrictions

Red, gold, yellow, amber, or black tinting material is prohibited, as are liquid pre-application tints applied by brush or spray (ORS 815.221).

Medical exemption

Darker tint may be applied to the side and rear windows of a vehicle registered to a person (or their legal guardian) who holds an affidavit, prescription, or letter on letterhead signed by a licensed physician or optometrist stating that the person or a household member has a physical condition requiring lower light transmittance. The document must be kept in the vehicle and shown to a police officer who inquires about the tint (ORS 815.221).

Enforcement

Illegal window tinting is enforced under ORS 815.222 as a Class B traffic violation. Oregon states a dual standard: the film itself must transmit 50 percent or more, and the total (combined) light transmittance through the window with the film applied must be 35 percent or more.

Notes

Oregon is unusual in regulating both net film transmittance (50 percent minimum for the material) and combined transmittance (35 percent minimum through the window as installed); the numeric fields here record the 35 percent combined floor.
