The rules, window by window

Windshield

No material or items may be painted or adhered on or over any transparent part of the windshield, except small designated areas (a lower right corner area up to 4 by 12 inches, an upper left corner area up to 2 by 2.5 inches, and spaces designated by the Commissioner for required stickers) (23 V.S.A. 1125(a)-(b)). Aftermarket windshield tint is therefore not permitted.

The standard in the law's own words

23 V.S.A. 1125(a): a person shall not operate a motor vehicle with material or items painted or adhered on or over, or hung in back of, any transparent part of the windshield, vent windows, or side windows immediately to the left and right of the operator (hanging items only when they materially obstruct the view).

Medical exemption

The Commissioner may grant an exemption, limited to the vent windows or side windows immediately to the left and right of the operator, for a person required for medical reasons to be shielded from the sun, with a certification signed by a licensed physician or optometrist; certification must be renewed every four years unless the provider states the condition is permanent and stable, and the exemption terminates when the vehicle is transferred (23 V.S.A. 1125).

Enforcement

Vermont regulates by prohibition rather than VLT percentage: the statute bans materials adhered to the windshield, vent windows, and side windows immediately left and right of the operator, and states no numeric transmittance floor. Worn, torn, or bubbled permitted material must be removed or replaced.

Notes

RESOLVED, and the flagged amendment did NOT take effect. Front side windows: aftermarket tint prohibited outright (no VLT number exists), hence null with noRestriction.frontSide false. Windows behind the operator (rear side windows and rear window) are outside the prohibition and may be tinted or obstructed only if the vehicle has securely attached outside mirrors on each side giving clear rear and side views; recorded as no numeric restriction. On the flagged amendment: 2024 Acts and Resolves No. 165 (Secs. 14-16) originally scheduled a rewrite of 23 V.S.A. 1125 to take effect July 1, 2026, which would have replaced the flat windshield/vent-window/front-side-window prohibition with a 70 percent visible-light-transmission floor. However, 2025 Acts and Resolves No. 66 (S.123, the 2025-2026 session's omnibus motor vehicle bill, signed by Governor Phil Scott on June 12, 2025), Sec. 38, explicitly DELETED Act 165's Secs. 14, 15, and 16 before their July 1, 2026 effective date arrived -- the enacted Act 66 text reads verbatim: 'Sec. 14. [Deleted.] Sec. 15. [Deleted.] Sec. 16. [Deleted.]' This means the planned 70%-VLT rewrite was rescinded by the legislature before it ever became operative, and 23 V.S.A. 1125 was never actually amended. Confirmed directly against the official Vermont Legislature's live statutes page for section 1125 (legislature.vermont.gov/statutes/section/23/013/01125) as it reads today, past the July 1, 2026 date: the page shows only a single current version of the statute, last amended in 2015 (No. 50, Sec. 15), with no pending-amendment notice -- consistent with Act 66's repeal of the scheduled change. The record here is therefore confirmed CURRENT and unchanged: the outright windshield/front-side-window prohibition (no VLT percentage) remains the law today, not the 70% standard that aggregators and earlier drafts of this record anticipated.
