The rules, window by window

Windshield

No colour spray, coloured material, or opaque/reflective material may be placed on the front windshield that prevents more than 30% of light from passing through in either direction, measured by photometer (effectively a 70% VLT minimum). No top-strip exception was found in the subsections reviewed, though s.238(1.2) exempts manufacturer-installed and equivalent-replacement glazing.

The standard in the law's own words

Sections 238(1.1) and 238(1.3) additionally set qualitative bans: no colour spray, coloured material, or opaque/reflective material on the front windshield or front side windows that 'obstructs the driver's clear view' or 'substantially obscures the interior of the motor vehicle when viewed from outside,' independent of the 30%-light-block numeric threshold in s.238(1.4)/(1.11).

Reflectivity

Reflective material on the front windshield or front side windows is restricted under the same s.238(1.1)/(1.3) prohibitions that cover coloured spray and opaque material.

Color restrictions

No colour spray or other coloured material on the front windshield or the side windows/wings to the right or left of the driver if it obstructs the driver's clear view or substantially obscures the interior when viewed from outside (s.238(1.1), (1.3)).

Medical exemption

No medical exemption provision identified in Motor Vehicle Act s.238. Not confirmed either way from a primary source in this pass.

Enforcement

Section 238(1.2) exempts installation of front windshields, side wings, or side windows during initial vehicle construction/assembly, or their replacement with equivalents to what was originally installed.

Confirmed directly from the Motor Vehicle Act text (Chapter M-17) via laws.gnb.ca: s.238(1.1), (1.11), (1.3), and (1.4) together establish that no colour spray, coloured material, or opaque/reflective material may be placed on or applied to the front windshield or the side wings/side windows to the right or left of the driver if it prevents more than 30% of light from passing through in either direction, as measured by a photometer -- i.e. a 70% VLT floor. These provisions are scoped explicitly to the windshield and driver-adjacent side windows only; no restriction on rear side windows or the rear window was found in the sections reviewed, so those appear unrestricted.
