The rules, window by window

Windshield

No person shall operate a vehicle on a highway where the windshield or window to the direct right or left of the driver's seat has been sprayed, coated, or covered with ANY substance that reduces or is intended to reduce the amount of light transmitted through it, subject to exemptions for factory-tinted glass and clear untinted frost shields.

The standard in the law's own words

Nova Scotia does not use a percentage threshold for aftermarket tint on the windshield or front side windows; instead s.3(2) of the Standards of Vehicle Equipment Regulations bars ANY light-reducing substance sprayed, coated, or covered on those surfaces at all (subject to the manufacturer-tint and frost-shield exemptions), making it effectively a zero-tolerance rule for aftermarket film rather than a graduated VLT limit.

Medical exemption

No medical exemption provision identified in ss.1-3 of the Standards of Vehicle Equipment Regulations. Not confirmed either way from a primary source in this pass.

Enforcement

Section 3(4) exempts vehicles equipped with a windshield or window that was tinted during manufacture of the glass. Section 3(5) exempts clear untinted frost shields. Separately, s.2 requires that the 'critical vision area' (the windshield area swept by the wiper blades) not be damaged or discoloured in a way that impairs vision.

Notes

Confirmed directly from the regulation text (N.S. Reg. 51/85, made under Motor Vehicle Act s.200) via the Nova Scotia government's own regulations site. The prohibition in s.3(2)-(3) applies to 'all or any part' of the windshield or of a window to the direct right or left of the driver's seat. No restriction was found in the sections reviewed for rear side windows or the rear window, so those appear unrestricted.
