The rules, window by window

Windshield

No person shall place or install non-transparent, translucent, or opaque material on or in place of the windshield glazing, subject to exemptions for manufacturer-equivalent replacement glazing, clear untinted frost shields, and non-vision-impairing window stickers.

The standard in the law's own words

PEI uses a flat material-based prohibition rather than a percentage: no transparent, translucent, or opaque material may be added to the windshield or to side window glazing beside/forward of the driver (s.138(1)), and no such material may be added to the rear window UNLESS the vehicle has outside rear-view mirrors on both the left and right (s.138(2)).

Reflectivity

No material may be placed on any window glazing that casts a glare at other vehicles due to sunlight or headlights (s.138(4)).

Medical exemption

No medical exemption provision identified in Highway Traffic Act s.138. Not confirmed either way from a primary source in this pass.

Enforcement

Section 138(3) exempts equivalent manufacturer-replacement glazing, clear untinted frost shields (with a requirement in s.138(4) that the view through them not be impaired by discolouration, scratches, or damage), and window stickers that do not impair the driver's field of vision.

Notes

Confirmed directly from the regulation text (Highway Traffic Act, RSPEI 1988, c H-5, s.138 'Window glazing, front and side') via CanLII. Unlike most other provinces reviewed, PEI's rule extends to the rear window (not just the windshield and front side windows): adding any transparent/translucent/opaque material to the rear window is barred unless the vehicle has dual exterior mirrors, in which case it is permitted. No provision was found specifically addressing rear SIDE windows (behind the driver) as distinct from the rear window, so that field is left null pending confirmation rather than assumed unrestricted.
